Matthew Manning serves as a specialist for the Office of Market Development in the Department of Energy's Office of International Affairs. Prior to this, he helped re-establish the Department's Arctic Energy office where he led policy analysis, stakeholder engagement and program operations.

In the five years he has been with the agency, Matt has also been involved in the Office of Congressional and Intergovernmental Affairs where he advised leadership on domestic nuclear energy, cybersecurity and energy development. Outside of this role, he served as an energy advisor to the U.S. Embassy in Saudi Arabia, and covered international energy markets at the Energy Information Administration. Matt's prior executive branch experience includes working on offshore energy issues, such as oil spill prevention and offshore wind development, at the U.S. Department of Interior's Bureau of Safety and Environmental Enforcement. He holds a Master of Public Policy from the University of Michigan and a Bachelor of Arts from Michigan State University.
