The U.S. Department of Energy Solar Energy Technologies Office (SETO)— in partnership with the U.S. Department of Health and Human Services (HHS), National Renewable Energy Laboratory, National Association of State Energy Officials, National Energy Assistance Directors Association, and Lawrence Berkeley National Laboratory—has issued a request for information (RFI) to understand how SETO can develop a secure online tool to identify and make community solar subscriptions with verified savings more accessible for households participating in government-run low-income support programs. The tool is initially intended only for Low-Income Home Energy Assistance Program (LIHEAP) recipients.

The Community Solar Subscription Tool will be designed with the goals of lowering low-income household electricity bills, reducing the cost of customer acquisition, and speeding up the deployment of community solar projects.

The deadline to email responses to this RFI was September 16, 2022, at 5:00 p.m. ET. 

Send responses to equitablesolar@ee.doe.gov as a Microsoft Word (.docx) attachment. Responses must be no more than 7 pages in length with 12-point font and 1 inch margins. Attachments larger than 25MB should be compressed, or zipped, to ensure message delivery. Only electronic responses will be accepted. Please identify your answers by responding to a specific question or topic if applicable. Respondents may answer as many or as few questions as they wish.
