Jim Herz was appointed to serve as the Department of Energy’s (DOE) Chief Performance Officer beginning in June 2019.  In this role, Jim was responsible for monitoring and improving the performance of DOE programs, strategic planning, business process improvement, and ensuring accountability.   

Prior to joining DOE, Jim was appointed as an Associate Director at the Office of Management and Budget (OMB) within the Executive Office of the President from 2017-2019.  His responsibilities included budget, management, policy, and regulatory development on behalf of the Administration for six agencies including the Departments of Agriculture, Energy, Interior, the National Aeronautics and Space Administration, the Environmental Protection Agency, and the Army Corps of Engineers Civil Works.  Jim’s duties also included serving as the program director for the OMB’s Natural Resources and Energy, Science & Water Divisions.   

From 2008-2017, Jim served in the House of Representatives on the Committee on the Budget.  While there, he held a variety of positions of increasing responsibility including Senior Policy Analyst for energy and natural resources, Director of Budget Review, Policy Director, and Deputy Staff Director.  Jim began his federal service as a Presidential Management Fellow at the Office of Management and Budget from 2006-2008.  He has also worked in the private sector as a computer and software engineer where he specialized computer hard drive manufacturing as well as real-time embedded operating systems. 

Jim earned a Master of Business Administration from Rice University as well as undergraduate degrees in electrical engineering from the University of Colorado at Boulder and liberal arts from St. Mary’s College of California.
