These regulations aim to prevent the release of fugitive dust by forbidding the handling, transportation, mining, quarrying, storing, or utilizing of materials in a way that will cause airborne particulate matter to travel beyond the property line of the emission source without taking adequate precautions to prevent particulate matter from becoming airborne. The regulations apply to activities including the construction, demolition, or renovation of buildings, bridges, or other structures; material stockpiles and earth moving activities, including land clearing; stationary sources whose activities involve the handling of materials which cause airborne particulate matter; exterior surface preparation or resurfacing operations; and others.
