Who is required to report to OMB?
The prime recipients and contractors of all programs identified in the “List of Programs Subject to Recipient Reporting” are responsible for reporting the information required by Section 1512 of the Recovery Act and the Implementing Guidance for the Reports on Use of Funds Pursuant to the American Recovery and Reinvestment Act of 2009.
How do I begin the reporting process? If you're ready to report to OMB now, you can do so at FederalReporting.gov.
If you're not sure, begin by determining whether you are a Prime Recipient, Sub-Recipient or Prime Contractor:
- Prime Recipient - A non-federal organization receiving Recovery Act funding (grants, loans, or cooperative agreements) directly from the Federal Government.
- Sub-Recipient - A non-federal organization spending Federal awards received from another organization to carry out a Federal program – not a program beneficiary.
- Prime Contractor - A non-federal organization that has entered into a mutually binding legal agreement (i.e., contract) with DOE that requires the prime contractor to provide services and/or supplies. For the purpose of these supplemental instructions, the contract should be funded directly by Recovery Act funds.
- Vendor - A dealer, distributor, merchant, or other seller providing goods or services that are required of the conduct of a Recovery program.
