The Individual is employed by a Department of Energy (DOE) contractor. Based upon the receipt of derogatory information, the Local Security Office (LSO) called the Individual in for a Personnel Security Interview (PSI). DOE Ex. 12. After the PSI, the LSO informed the Individual that derogatory information created a substantial doubt concerning his eligibility for access authorization.
