Energy Efficiency and Conservation Block Grant Program. 1) Acquire technical services to support preparation of an energy efficiency and conservation strategy (ongoing); 2) replace existing heating, ventilating, and air conditioning (HVAC) system with new energy efficient HVAC rooftop cooling units, along with a computerized programmable control system at the Moore Community Center; 3) replace existing chiller system with a high efficiency chiller system at the City of Moore Public Library; 4) establish a public education program and outreach effort to increase understanding of energy efficiency, including purchase and distribution of approximately 2,700 compact fluorescent light bulbs; 5) establish a community-wide recycling drop off facility, including conversion of an existing building at 400 North Telephone Road to be used as the Recycling Center, conducting energy efficient retrofits to the Recycling Center (replace existing doors and windows with insulated core doors and thermal pane windows, replace existing HVAC system, and replace insulation on roof/exterior walls and add insulation in interior walls); and 6) establish a community-wide comprehensive household waste recycling program, including hiring staff to man the community drop-off facility and hiring a consultant to design informational and promotional materials.
