SUBJECT: Congressional and Intergovernmental Notifications
SUMMARY: This policy flash transmits new guidance on Congressional and intergovernmental notifications issued by the Deputy Secretary of Energy on behalf of the HQ Office of Congressional and Intergovernmental Affairs. Acquisition personnel should use this guidance, in conjunction with other policy, when determining whether a contract or financial assistance action should be reported. Supplementary guidance for acquisition personnel for Congressional notifications is contained in the latest related chapters of the DOE Acquisition Guide and DOE Guide to Financial Assistance (attached). Finally, an updated DOE Form 4220.10 and associated iManage Advanced Notification of Awards system (ANA) User Guide are also attached.
**CS/COs should be aware that most notification dates are now based on business days, whereas the ANA system bases release dates on calendar days. Award dates should be adjusted accordingly based on the current notification requirements that apply to the action until ANA can be updated.
