Mark A. McCall was appointed by President Obama in July 2015 to serve as Executive Director of the Loan Programs Office (LPO) at the U.S. Department of Energy. Mr. McCall oversees the program’s more than $30 billion portfolio of loans and loan guarantees, making it the largest project finance organization in the U.S. government. Mr. McCall is responsible for ensuring that LPO carries out its mission to accelerate the deployment of innovative clean energy projects and domestic advanced vehicle manufacturing.
Mr. Alexander Mishkin serves as the Deputy Executive Director for the U.S. Department of Energy’s Loan Programs Office (LPO). In this role, Mr. Mishkin supports the Executive Director in the overall management of the program and implementation of policy regarding the issuance of loans and loan guarantees.
Mr. Dong Kwun Kim is the Chief Operating Officer for the Department of Energy’s Loan Programs Office. As COO, Mr. Kim oversees operations of LPO and the various divisions. Prior to holding the COO position with LPO, he served as Chief Engineer and Director of LPO’s Technical and Project Management division.
Prior to joining DOE’s Loan Programs Office as Chief Counsel in November 2015, Herbert A. Glaser was in private practice with the international law firm of Haynes and Boone, LLP. Mr. Glaser previously served as managing partner of the firm's Washington, D.C. office and head of the firm-wide Projects practice.
Mr. Douglas Schultz is the Director of Loan Guarantee Origination for the U.S. Department of Energy’s Loan Programs Office (LPO). He leads LPO’s lending activities focused on innovative alternative energy projects in the U.S. including solar, wind, geothermal, biofuels, clean fossil, nuclear, and the related transmission and extraction infrastructure.
Director, Technical and Project Management Division
Mr. Michael Reed is the Director of the Technical and Project Management Division (TPMD) for the Department of Energy’s Loan Programs Office (LPO). In this role, he provides technical management and performance monitoring of LPO’s $30 billion portfolio of clean energy projects. This portfolio includes projects in renewable energy and energy efficiency, advanced technology vehicle manufacturing, advanced fossil, nuclear, and related transmission infrastructure. Mr. Reed also oversees the technology evaluations of new applications submitted under open LPO solicitations.
Ms. Frances I. Nwachuku is the Director of Risk Management for the Department of Energy’s Loan Programs Office. Ms. Nwachuku is a senior risk manager with over 20 years of international and U.S. domestic experience in infrastructure, project, and corporate debt financing. Prior to serving as Director of Risk Management, Ms. Nwachuku served as LPO’s founding Director of Portfolio Management.
Mr. Robert Marcum is Director of Portfolio Management for the Department of Energy’s Loan Programs Office. Mr. Marcum is a senior manager with over 20 years of experience in project and corporate finance as well as project development as both lender and sponsor. Currently, he leads LPO activities to manage the $30 billion clean energy and advanced vehicle manufacturing portfolio including asset monitoring and supervision, portfolio reporting, loan administration, restructuring of defaulted credits and recovery efforts.
Matthew McMillen serves as the Director of Environmental Compliance for the Department of Energy’s Loan Programs Office and brings over 28 years of experience in environmental impact analysis and program management to the Program. In addition to this role, he serves as the National Environmental Policy Act (NEPA) Compliance Officer for the Program where he oversees the Program’s NEPA review and compliance processes, including consultations and coordination with other federal agencies and tribes.
Ms. Sandra Burrell is the Director of Management Operations for the Department of Energy’s Loan Programs Office. Ms. Burrell oversees a wide variety of business management functions including human resources, budget and capital resources, and procurement and acquisition.
