Barbara McNeal Lloyd

Barbara McNeal Lloyd is the Director of the Office of Business Operations within the Office of Legacy Management (LM). Mrs. Lloyd is responsible for records and information management associated with more than 86 sites that are closed and no longer support a DOE mission. She is also responsible for the oversight of pension plans and post-retirement benefits for retired contractor workers formerly employed at those sites. In addition, she is responsible for strategic planning, program integration, finance and budget, acquisition, human resources, and administrative support for LM.

Prior to joining LM, Mrs. Lloyd worked for DOE’s Office of the Chief Financial Officer where she served as a budget and program analyst for Departmental Administration, Office of Legacy Management, and Office of Civilian Radioactive Waste programs. Mrs. Lloyd came to DOE from the U.S. Department of Agriculture where she served as an accountant and led their commercial services activities.

Before embarking on a career in Federal service, Mrs. Lloyd worked for over twenty years in the defense contracting industry as a consultant and employee at several local Washington metropolitan area firms. She served in various capacities at these companies, including Director of Contracts/Logistics, Manager of Contracts/Subcontracts and Deputy Program Manager.

Mrs. Lloyd has a bachelor’s degree with dual majors in psychology and anthropology from Case Western Reserve University and a master’s degree in business management from Central Michigan University. Additionally, Mrs. Lloyd holds an active certified public accountant’s license in the state of Virginia.
