Samantha Gross is the former Director for International Climate and Clean Energy at the Office of International Affairs in the U.S. Department of Energy. She directed U.S. activities under the Clean Energy Ministerial, including the secretariat and initiatives focusing on clean energy implementation and access and energy efficiency. Her office also supported the Assistant Secretary and International Affairs staff on issues of climate change and clean energy policy in the international space.

Ms. Gross has 20 years of experience in energy and environmental affairs.  Prior to her time at the Department of Energy, Ms. Gross was Director of Integrated Research at IHS CERA, managing its Climate Change and Clean Energy forum and directing research on the intersection of environment, energy, and policy for clients across the energy spectrum. In that role, she authored a number of papers on topics such as the life-cycle greenhouse gas emissions from a number of different fuel types, the role of water in the energy value chain, and overcoming obstacles to energy efficiency. She also worked at the Government Accountability Office and as an engineer directing environmental assessment and remediation projects.  She holds a BS in Chemical Engineering from the University of Illinois, a BS in Environmental Engineering from Stanford, and an MBA from the University of California at Berkeley.
