Review of Nuclear Safety at the Lawrence Livermore National Laboratory
The U.S. Department of Energy (DOE), Office of Health, Safety and Security (HSS), performed a review of nuclear safety programs at the DOE Lawrence Livermore National Laboratory (LLNL) from October through November 2009. The review was performed by the HSS Office of Independent Oversight’s Office of Environment, Safety and Health (ES&H) Evaluations.
LLNL has made significant progress in establishing and implementing comprehensive programs to effectively manage nuclear safety. LLNL has devoted considerable management attention and resources to enhance nuclear safety since the 2007 Independent Oversight inspection. The Nuclear Materials and Technology Program (NMTP) management and staff demonstrated their commitment to effective implementation of nuclear safety requirements and a good understanding of the issues and challenges that remain.
Section 2 provides HSS’s overall perspectives regarding the status of nuclear safety at LLNL. Sections 3 through 9 of this report provide the results of the review of the elements of nuclear safety that were reviewed by HSS, including recommendations in each element. Appendix A provides supplemental information, including the HSS nuclear safety review team composition.
