Reduction in force (RIF) is a set of regulations and procedures that are used to determine whether an employee keeps his or her present position, or whether the employee has a right to another position.  A reduction in force can occur when an agency has to downsize its Federal workforce.  An agency must use reduction in force procedures when an employee is faced with separation or downgrading due to reorganization, lack of work, transfer of function or shortage of funds.
