Tonya Mackey serves as the Deputy Chief Human Capital Officer (Deputy CHCO) for the U.S. Department of Energy (DOE). She manages the development, execution, and assessment of customer-focused human resources programs, policies, and products strategically aligned with DOE’s lines of business through subordinate senior executives.  In addition, she leads strategic planning of human capital and workforce transformation initiatives and manages the assessment and improvement of business processes.  Prior to serving as the Deputy CHCO, she served as DOE’s Director for Executive Resources.  In this role, she had primary responsibility for managing all political appointments and senior executive resources programs.

Ms. Mackey has over 25 years of Federal human resources experience.  Prior to joining DOE in 2013, she served in the following roles and agencies:  Deputy CHCO for the U.S. Department of Veterans Affairs (VA) where she directed and oversaw the development and implementation of VA-wide human capital initiatives; Human Resources Officer for the U.S. Department of Justice, Office of the Inspector General managing all human resources functions; and as Deputy Division Director for Human Resources with the Administrative Office of the U.S. Courts providing human resources management services to Federal judges and all court employee.  

Ms. Mackey earned a Bachelor of Science in Psychology and a Master of Science in Organizational Psychology and Development.  She is also a certified Senior Professional in Human Resources (SPHR) and a member of the Society for Human Resources Management (SHRM).
