Ex Parte Memorandum

On Wednesday, May 5, 2010, representatives from various signatories to the consensus agreement met with representatives from the Department of Energy. Advocates for the consensus agreement urged the Department of Energy to adopt the entire agreement, except provisions relating to building codes which require congressional action. The parties also discussed the need to develop effective enforcement mechanisms in general, and in particular if the Department of Energy decides to adopt regional standards for the residential heating and cooling systems covered by the consensus agreement.
