Cincinnati -- The U.S. Department of Energy (DOE) today announced the award of a contract to Portsmouth Mission Alliance, LLC of Idaho Falls, Idaho, for the performance of infrastructure support services at the Portsmouth Gaseous Diffusion Plant (PORTS or Portsmouth Site) near Piketon, Ohio. The value of the contract is $122.8 million, with a full potential value of $139.7 million including the total maximum value of services under the indefinite delivery/indefinite quantity contract line items. The base period of performance is three years with an additional 22-month option period. Seven proposals were received in response to the solicitation.

In an effort to align contractor and taxpayer interests, the contract includes firm-fixed-price, labor hour, cost reimbursement, and indefinite delivery/indefinite quantity contract line items. The primarily firm-fixed-price nature of the contract will allow DOE to hold the contractor accountable for meeting the contract requirements.

Infrastructure support services to be provided under this contract include surveillance, maintenance and repair of facilities; janitorial services; grounds maintenance, snow removal, and pest control; roadway/parking lot maintenance; computing, telecommunication, and cyber security; fleet management; real and personal property management; records management and document control; safeguards and security; environment, safety, health and quality program; and training services.

The Portsmouth Gaseous Diffusion Plant (GDP) was constructed by the Atomic Energy Commission in the early 1950s for the purpose of enriching the fissile isotope of uranium from natural uranium to various product concentrations. The facility was originally constructed and operated as a uranium enrichment plant to supply both highly enriched uranium (HEU) and low enriched uranium (LEU) for defense purposes and commercial nuclear fuel sales. The Portsmouth Site is located on a Federal reservation in south-central, Ohio, approximately 22 miles north of Portsmouth, Ohio. The nearest residential center is the village of Piketon (population of approximately 1,800), approximately five (5) miles northwest of the facility on U.S. Route 23.

The mission of the Office of Environmental Management is to complete the safe cleanup of the environmental legacy brought about from five decades of nuclear weapons development and government-sponsored nuclear energy research.
