Protective Force Contingency Planning Technical Standard

The Protective Force Contingency Planning Technical Standard outlines the responsibilities, planning considerations, training, management oversight, and other activities related to establishment of a CPF. Appendixes A and B contain applicable references and definitions of terms. Appendixes C through L contain various sample forms, letters, and schedules to help administrative staff plan for a CPF. While the Department is neutral in labor disputes between its security contractors and their work forces, a protective force (PF) work stoppage would raise serious issues for the security of facilities and assets. Therefore, this is one of the potential events that should be taken into account when planning for the security of facilities and assets under adverse conditions.
