The Federal Energy Management Program's Federal financing specialists (FFSs) help agencies launch energy savings performance contract (ESPC) projects. These specialists assist agencies by:
- Explaining performance contracting to site staff and management
- Determining whether a ESPC project is feasible
- Forming an agency acquisition team
- Determining agency project decision makers
- Partnering with energy service companies.
