Review of Electrical System Configuration Management, Safety Instrumented System Commercial Grade Dedication, Setpoint Calculations, and Software Testing at the Savannah River Site, Waste Solidification Building Project

This report provides the results of an independent oversight review of selected aspects of the Waste Solidification Building Project at the Department of Energy's (DOE) Savannah River Site.  The review was performed during the periods April 23-26 and May 3-5, 2012, by the DOE Office of Safety and Emergency Management Evaluations, which is within the DOE Office of Health, Safety and Security.  The purpose of the review was to assess the adequacy of the site contractor’s follow-up to previously identified opportunities for improvement, and to provide feedback to the Project's design engineers on the adequacy of their processes and products for calculating Safety Instrumented System setpoints and developing system software testing procedures.
