Since joining DOE as the executive Director and Technical Director of Corporate Information Systems, Shawn sets the strategic vision to improve organization’s maturity in cybersecurity, project management, service delivery, vendor management, customer service, program management, budget formulation and execution, and financial system management. He provides executive leadership in evaluating and adopting emerging technologies such as RPA and AI to enhance business efficiency and effectiveness and strengthen the organization’s cybersecurity posture.

Prior to joining DOE, Shawn was the Deputy CIO at the Department of Education. He provided administrative and policy oversight to all OCIO offices with an emphasis on execution of IT operations. Specific responsibilities included providing oversight in budget formulation, maintenance of IT infrastructure services, and implementation of IT system security controls in compliance with the FISMA and NIST security standards.

Shawn also served as a Program Delivery Manager and Chief Architect for the largest IRS modernization program at the Department of Treasury for six years. Prior to joining the IRS, Shawn served as a project manager, a chief architect, and a senior consultant at IBM Corporation. He consulted to key public sector clients including both US, local and foreign governments in the areas of enterprise architecture, business transformation, revenue management, and strategic planning.

Shawn holds a Ph.D. in Computer Science from University of Wyoming and has recently completed executive education programs in Strategy and Innovation, Negotiation and Competitive Decision Making, and Advanced Data Analytics and AI from MIT, Harvard, and Northwestern University respectively.
