Penny Mefford was the Assistant Deputy CFO at the Department of Energy, responsible for developing, operating, and maintaining the HR, payroll, financial, procurement, and other back office systems.   Prior to joining DOE in 2013, she worked for the General Services Administration as the Director of the Office of Financial Management Systems (OFMS).  While there, she was the Executive in charge of acquiring, developing, and operating all financial, payroll, and travel systems for the agency and its more than 40 external client agencies, boards, and commissions.  In the OFMS, Ms. Mefford managed 135 FTEs, a budget exceeding $80M annually, and a large IT infrastructure resident in 4 geographically dispersed data centers. 

Previously, Ms. Mefford was the Director of the Secure Flight Program in the Threat Assessment and Credentialing Office of the Transportation Security Agency (TSA).  In that role, she directed all aspects of a $50+M/year security system development program to match domestic airline passenger information to the terrorist watch lists. 

Before joining the TSA, Ms. Mefford worked for the Federal Aviation Administration (FAA) in a variety of roles, most recently serving as the Director of Financial Systems and Performance Reporting in the Air Traffic Organization (ATO) Office of Finance.  As the Director, she developed complete financial systems, performance reporting, and customer service functions for the FAA’s ATO, which included supporting a 38,000-person operation and reducing the ATO total unit cost by $19 per flight.  In addition, she managed approximately 40 FTEs and over $6.4M in support contracts per year.

Prior to entering the Federal Government, Ms. Mefford served as Vice President and Founding Partner of Rannoch Corporation, an Associate with Booz Allen Hamilton, and an Engineer at Northrop Corporation.
